Our Vision for Excellence in Special Education
Mission & Vision Alignment
ECKCE's strategic plan is built upon our mission to advocate for students with exceptionalities and continuously enhance the quality of their educational services. Our vision is to empower every student to reach their full potential by supporting their unique learning needs.
This strategic plan guides our work across the three member districts—Baldwin City USD 348, Eudora USD 491, and Wellsville USD 289—ensuring that all students ages 3-21 receive exceptional special education services.

Key Focus Areas
1) Specialized Program Expansion
Enhance and expand our eight specialized programs including CARDS, Bridges, and Life Skills to meet growing student needs.
2) Staff Development & Retention
Maintain our positive workplace culture with continued investment in professional development and competitive compensation.
3) Family & Community Engagement
Strengthen partnerships through SEAC, parent information sessions, and enhanced communication channels.
4) Technology & Innovation
Integrate assistive technology and innovative teaching methods to support diverse learning needs.
Implementation & Progress
Our strategic plan is reviewed annually by the Board of Directors and updated to reflect current needs and emerging best practices in special education. Progress is measured through:
Student outcome data and IEP goal achievement
Staff satisfaction surveys and professional development participation
Family engagement metrics and feedback
Program enrollment trends and service utilization
